Compliance with the requirements of the contract depends on cooperation between all firms within a network, so that all networked services are provided equally and effectively in all constituent practices and that no patient is disadvantaged. Each NCP can determine its own deployment model, which could allow DES services to be provided through a management practice, a local GP association or another organization, such as a social enterprise. The IIF works in the same way as the QOF, but with the calculation of services at the network level and not at the practical level. It is based on two components: (i) prevention and the fight against health inequalities and (ii) the provision of quality care. One of the main changes to the contract is the introduction of the network contract as a Targeted Improvement Service (DES). In order to qualify for the DES, practices must be put in place before 15 May 2019: although there is a model of national agreement for the network, views and local commissioners will have to consider the impact this will have on existing federations, MOUs or other cooperation agreements.
